Self Rising Flour with this label. Or Cake Flour
Or All Purpose Flour.
Self Rising has additional leavening agents.

There are offering kinds of sugar cookies. Those that hold their shape and can be cut into shapes are typically less soft. Softer ones will spread when baking.
Find a recipe with buttermilk. These will be a soft, "almost" cake texture. You'll be able to roll and cut...and they'll keep their shape. Don't forget the buttercream frosting.
